Telephone D (06-3720891) was created in 1993 as a telephone service for Down’s syndrome counselling.
The line is active from Mondays to Fridays (from 9 a.m. to 6 p.m.; Fridays from 9 a.m. to 3 p.m.).
It answers queries concerning all aspects of Down’s syndrome, with special attention given to welfare and defence aspects (civil disability, welfare, rebates, Law 104, work placement, tutelage).
On average, each year, there are about a thousand contacts with Telephone D, above all by telephone (about 70%), besides e-mail and through the website. It is mostly families of people with Down’s syndrome that contact Telephone D (75%) as well as social workers (20%).
In addition to providing counselling to the users, Telephone D promotes reports and requests of intervention from the appropriate institutions to solve difficult situations or the infringement of rights reported by families.
Telephone D is closely linked to the Legal Advisory service that offers free counselling to those who ask for it every first Tuesday afternoon of each month (in general families but also, for example, representatives or employees of other associations), on questions linked directly or indirectly to Down’s syndrome or other disabilities, in order to protect handicapped people.
Its team is made up of a deputy public prosecutor at the Rome Juvenile Court that is already a tutelary judge, a notary, a lawyer, a public accountant and by one of the operators of Telephone D, which is the service to call for an appointment.

Who is helped by Telephone D?
Telephone D was created thanks to a two-year research project funded by the Italian Institute of Social Medicine.
In 1998 it received funds from ‘30 Ore Per la Vita’ (“30 hours for a life” an Italian TV programme that raises funds for charity) that allows this service to increase its staff and acquire better equipment.
From 1999 to 2001 and then in 2012 the Regione Lazio (Latium Region) funded the activities of Telephone D concerning the users who are resident in its territory.
In 2004 COOP, Toscana Lazio and Boeing gave this service important subsidies.
From 2004 to 2006, the Labour and Welfare Ministry financed Telephone D, within the framework of the project “From one to many, from many to one. For an association ever more national”.
2009 AIPD saw the setting up of a Medical Window, again with funds from the Labour and Welfare Ministry.
A convention with the “Fondazione Roma Terzo Settore” was subscribed in 2009, while from October 2012 and until September 2013 the Tavola Valdese (the Waldensian “Table”) sponsors the project “Utenti protagonisti” (Protagonist among users) in which this service is included.
